How to Apply for a Courier & Logistics License
All applications for a new courier or logistics license must be made in writing and addressed to the Honorable Minister of Communications and Digital Economy, through the Postmaster General of the Federation, using the prescribed application form (Form A) as set out in the First Schedule to the CLS Operations Regulations 2020.
The following step-by-step procedure applies to all first-time license applicants:
Step-by-Step Application Process
Determine Your License Category
Review the four license categories (International, National, Regional, Special SME) and identify the category that matches your intended scope of operations.
Obtain the Application Form (Form A)
Fill out or download Form A from the NIPOST website (www.nipost.gov.ng) or collect a copy from the nearest NIPOST CLRD office.
Gather All Required Documents
Compile all mandatory supporting documents before submitting your application (see checklist below).
Pay the Application Fee
Pay the prescribed non-refundable application fee for your license category via the Remita payment platform. Retain your payment receipt (RRR number) as evidence of payment.
PROCEDURE FOR COURIER LICENSE
A non-refundable application fee of Twenty Thousand (N20,000) Naira. Payment is online through the TSA Remita platform

- Click the first search option
- On who you want to pay type courier then click on the pop up
- On Name of Service/Purpose select " Direct Service on Counter "
- Payer's Name fill the Company Name
- Ensure your email is correctly type
- Click Submit
- Choose your payment options or
- Choose bank branch to generate your RRR
- Print out the invoice and head to the bank to make your payment.
Submit Your Application
Submit the completed Form A together with all supporting documents and your payment receipt to the Postmaster General's office, addressed to the Honourable Minister of Communications and Digital Economy.
Mandatory Inspection
Following submission, the CLRD will schedule a mandatory inspection and administrative review of your application and premises. This is a pre-condition for the grant of a license.
Processing and Decision
Your application will be processed within 30 (thirty) days of receipt of a complete application. The Postmaster General will recommend your application to the Minister, who will make the final licensing decision.
Notification of Decision
You will be notified in writing of the outcome of your application. If approved, your license (Form B) will be issued. If refused, you will be informed of the grounds for refusal and may re-present your application with additional information for reconsideration.

Required Documents — Application Checklist
The following documents must accompany your completed Form A:
Completed and signed Form A (Application for License)
Evidence of payment of the prescribed application fee (Remita RRR receipt)
Certificate of Incorporation (CAMA 2019) with stated business object
Evidence of Leasehold Interest in Real Property (office/warehouse)
Comprehensive Business Plan
Goods-in-transit Insurance Policy (in the prescribed minimum amount)
Evidence of minimum share capital (or a bond of equivalent value)
Sample courier/logistics documents (waybill, acceptance receipt, labels, packaging materials)
Tax Clearance Certificate for the last 3 years (where applicable)
Audited Accounts and Annual Report for the previous year (where applicable)
Evidence of Staff Training and Manpower Development (previous year, where applicable)
Delivery Analysis Report for the previous year (where applicable)
Affidavit of non-conviction of criminal offence for each Director of the company
Evidence of compliance with Expatriate Quota regulations (where applicable)
Conditions of Operation
All licensed courier and logistics operators must comply with the following ongoing conditions:
- Maintain operational offices, infrastructure, and warehouses as required for your license category.
- Provide staff with an Operations Manual containing all required service information.
- Publish and display a list of prohibited and restricted items, standard transit and delivery times, terms and conditions of carriage, and tariff information.
- Maintain a register of daily shipments and delivery analysis and submit this to the CLRD.
- Maintain at all times a valid goods-in-transit indemnity insurance cover.
- Establish a Customer Care Unit and a formal complaints resolution procedure (complaints resolved within 30 days).
- File annual tariff schedules with the CLRD.
- Invest in staff training and submit yearly training returns with renewal applications.
- Notify the Postmaster General of any restructuring, merger, acquisition, or change in ownership.
Note on Renewal:
All licenses are renewable annually. The renewal procedure follows the same process as a new application. Apply at least 3 months before your license expires to avoid penalties. A late renewal penalty of 12.5% of the prescribed renewal fee applies to late applications.
Note on License Surrender:
A licensee wishing to surrender their license must submit at least 90 days written notice to the Postmaster General, ensure all outstanding regulatory fees are settled, and return the original license document.
PAYMENT OF COURIER LICENSE FEE
The payment of the courier license fee must be payed using the TSA Remittal platform and the payment details must be submitted on the portal.
