Who Needs a CLRD License?

Any individual or company operating a courier, express delivery, or logistics service in Nigeria — whether local, regional, national, or international — must hold a valid license from NIPOST (the Courier & Logistics Regulatory Department of NIPOST).

This requirement applies regardless of:

  • The size of the business (from last-mile SME riders to large multinational express operators)
  • The mode of transport used (road, air, or a combination)
  • Whether the business already has a CAC registration, an air cargo permit, or any other government permit

A NIPOST license is the legal authorisation to operate as a courier/logistics service in Nigeria. All other permits are in addition to, not a substitute for, the CLRD license.

CLRD and Customs: Who Does What?

If you are an international courier operator, you will interact with both CLRD and the Nigeria Customs Service (NCS). Here is what each agency does:

CLRD (Courier & Logistics Regulatory Department of NIPOST)

  • Issues and renews your operating license
  • Sets the standards you must meet to operate as an international courier
  • Handles complaints about your services from customers
  • Conducts compliance inspections of your operations

Nigeria Customs Service (NCS)

  • Controls the import and export of goods at ports, airports, and border points
  • Assesses and collects customs duties on imported consignments
  • Enforces trade and import/export regulations on the goods you carry

You need to comply with BOTH agencies. Holding a CLRD license does not exempt you from Customs requirements, and clearing goods through Customs does not replace your CLRD licensing obligation.

Carrying Pharmaceutical Products? Read This.

If your courier business transports pharmaceutical products, medical devices, or biological materials, you must comply with BOTH NIPOST and NAFDAC requirements:

NIPOST requires: A valid courier operator license (International or National category, depending on scope).

NAFDAC requires: Compliance with Good Distribution Practice (GDP) standards for pharmaceutical products in transit, including cold chain management where applicable.

NIPOST does not regulate pharmaceutical products — only the operators who transport them. For product-specific standards and GDP certification, contact NAFDAC directly at www.nafdac.gov.ng.

Operators carrying pharmaceuticals must present a valid NAFDAC GDP certificate as part of their CLRD license renewal documentation.

Courier & Logistics Regulatory Department (CLRD)

The Courier and Logistics Regulatory Department (CLRD) is the dedicated regulatory arm of NIPOST, established pursuant to Regulation 7 of the Courier and Logistics Services (Operations) Regulations 2020. The CLRD operates under the office of the Postmaster General and is the primary body responsible for licensing, monitoring, and regulating all courier and logistics service operators in Nigeria.

Mandate of the CLRD

The CLRD is mandated to:

  • Collect, collate, and verify information submitted by applicants for courier and logistics licenses.
  • Monitor and control the activities of all licensed courier and logistics operators to ensure compliance with the CLS Regulations.
  • Review and publish service standards, operating requirements, and conditions for courier and logistics operations.
  • Receive, investigate, and resolve complaints from members of the public against licensed operators.
  • Issue Statements of Compliance to operators who meet regulatory standards
  • Compile and publish the list of prohibited and restricted courier and logistics articles.
  • Publish a bi-annual register of all licensed courier and logistics operators in Nigeria.
  • Enforce compliance, including sealing of offices and imposition of penalties on erring operators.
  • Mediate and settle disputes between licensed courier and logistics operators.
  • Ensure that all staff of licensed operators are trained for efficient service delivery.
  • Publish trends and developments in the courier and logistics industry.

Legal Authority to Grant Licenses

NIPOST derives its authority to license and regulate courier and logistics operators from the following legal instruments:

1.Nigerian Postal Service Act, Cap N127, LFN 2004

Section 45 of the Nigerian Postal Service Act prohibits any person from operating courier and/or logistics services in Nigeria without a valid license issued under the Act. Section 62 of the Act authorizes the Honorable Minister of Communications and Digital Economy to make regulations for the effective administration of courier and logistics services in Nigeria.

Section 45 — Nigerian Postal Service Act, Cap N127 LFN 2004

“No person shall operate Courier and/or Logistics Services in Nigeria unless the person is registered under the Companies and Allied Matters Act 2019 with an object to carry on courier and/or logistic business, and is licensed as a Courier and Logistics Service Operator under the provisions of the Nigerian Postal Service Act.”

2.Courier and Logistics Services (Operations) Regulations 2020

Issued pursuant to Section 62 of the Nigerian Postal Service Act, the CLS Operations Regulations 2020 provide the comprehensive framework for the licensing, operation, and regulation of courier and logistics services in Nigeria. The Regulations set out the categories of licenses, application requirements, operational conditions, licensee obligations, penalties for noncompliance, and the functions of the C&LRD.

Under Regulation 6 of the CLS Operations Regulations 2020, the Postmaster General / CEO is authorized to exercise the Minister's licensing powers where so authorized and to issue Guidelines covering fees, quality-of-service requirements, and other matters necessary for the effective administration of the Regulations.

3.Applicable Subsidiary Legislation

The following additional enactments are relevant to the regulation of courier and logistics services:
